On this page, you will find tips on how to introduce the Oulu2026 programme when planning the school year, from early childhood education all the way to upper secondary level.
Oulu2026 programme for planning
Below you will find a variety of Oulu2026 programme modules designed to support teachers, children and young people. By clicking on a section heading, you will see a list of practical tips and ways to take part in Oulu2026 programme and events. The tips are organised according to the school year calendar, so you can easily find seasonally relevant content. At the bottom of the page, you’ll find a Word planning template to report and schedule the work progress. From autumn 2025 onwards, we will also share more Oulu2026 event tips that are suitable for children and young people.
Autumn 2025: Community light art project and planning
Participation in a community light art project in autumn 2025. You can register for the art project via the City of Oulu’s education calendar in August 2025.
The community light artwork will be presented at the Lumo Light Festival on 21–23 November 2025, and as an extended version at the Oulu2026 Opening Festival on 16–18 January 2026. Oulu2026 (Oulu Cultural Foundation) is responsible for curating the artwork for the Opening Festival.

Oulu Peace Declaration
- In Finland, the declarations of Christmas Peace and School Peace are well known. In honour of the year 2026, we also want to declare the city’s own Oulu Peace.
- Write your own Oulu Peace Declaration to be presented at your own opening event. We will collect the finished Oulu Peace Declarations and showcase them during the opening weekend and possibly throughout the year.
January 2026: Celebrating the Opening Festival
The unique Oulu2026 Opening Festival will be celebrated in Oulu from 16 to 18 January 2026. We invite everyone to enjoy this winter city festival. There will be many free events in the city centre, catering to diverse audiences and participants. We aim to make the events as accessible as possible.
On Friday, 16 January, the opening celebrations will also take place in early childhood education and schools. Groups can plan and carry out the opening celebrations in their own style!
Suggestions for the content of your own Opening Festival:
- Watch the New Year’s Oulu2026 Show together on Yle Areena.
- Take part in the opening of the Children’s Culture Centre Kotilo via livestream.
- Enjoy Europe’s Best Vegetarian Food in schools in Oulu on Friday, 16 January 2026. Make your mealtimes festive!
- Showcase the skills of children and young people through hobby trials, art exhibitions, or a talent show.
- Explore the different languages and cultures of Europe.
- Discuss together on “What is culture and what does it mean to me” using a mind map or drawings.
- Connect with other groups, daycares, schools, upper secondary institutions, youth services, and care homes in the area and celebrate together!
- Explore the weekend programme together (the detailed schedule will be published here in November 2025). Children and young people can encourage their guardians to join the activities.
November 2026: Glowember
In November, we celebrate Glowember! The combination of light and darkness offers wonderful opportunities to create a variety of events around light and art. Light installations and events held during the darkest season in Finland gets people moving and build a sense of community.
You can organise light-related events and light art projects in our own style, or explore and experiment with, for example, the behaviour of light.

All year round: The Peace Machine
AI researcher Timo Honkela (1962–2020) dreamed of developing an artificial intelligence-based machine that could help resolve conflicts and promote world peace. One of the highlights of 2026 is built around this theme: Layers in the Peace Machine by Ekho Collective, a work inspired by Honkela’s book Rauhankone (The Peace Machine). Opening in January 2026 at Oulu City Hall, the exhibition is an immersive artwork combining art and technology. It evolves through interaction with the audience – the experiencers also become co-creators.
Below you will find three approaches to exploring the theme of peace. Options 1 and 2 invite you to explore peace through creativity and dialogue. The third option is to experience Layers in the Peace Machine either at Oulu City Hall or virtually in your own setting, starting from January 2026.
1. Create prototypes of the Peace Machine
The Peace Machine prototype is a creative task and thought experiment that allows children and young people to design their own version of a peace machine. The task can be introduced in any way you like (e.g. using the questions from section two), or the theme can also unfold naturally through the activity itself and the discussions it inspires.
There are many ways to create prototypes together with children and young people. Adapt the instructions to suit your group. With older pupils and students, the prototype idea can be developed further by reflecting on, or even making use of, the potential of artificial intelligence.
- The Peace Machine can be drawn or assembled by gluing clippings from magazines, coloured paper, or fabric onto paper. You can write on the image or on the back of it to explain how the machine works.
- Use your imagination – the machine can have secret superpowers that no one else has ever heard of.
- The Peace Machine can be big or small, and it can be made from a variety of materials.

2. Explore Peace
Discuss the concept of peace as a group. These questions are also well suited for younger children to introduce the theme of peace or to support the Peace Machine prototype activity.

3. Layers in the Peace Machine exhibition and learning materials
At Oulu City Hall, the art piece Layers in the Peace Machine will be on display for a year, combining art and technology into an aesthetic experience. The work is created by Ekho Collective and interacts with its audience using artificial intelligence. Pupils and students can engage with the piece in advance by having discussions about peace with the AI.
Visiting the artwork at Oulu City Hall is free of charge, but groups must book their visit in advance through the online store on the oulu2026.eu website from autumn 2025 onwards. The visit is recommended for 6th graders as part of their Pupil’s Culture Path visit to the Oulu Art Museum. The artwork is best suited for pupils in grades 5–6, secondary school students, and those in upper secondary education.

All year round: Arctic Food Lab, Northern Food Culture
The Arctic Food Lab programme showcases northern flavours and food products prepared according to the principles of sustainability, as well as experiences centred around food. Finnish school meals are gaining international attention, and during the European Capital of Culture year, we want to highlight this valuable cultural heritage to our visitors. The Summer Night’s Dinner in August 2026 invites people to dine at a beautifully set long table stretching the entire length of Hallituskatu in the city centre. Surrounding the communal dining experience will be a variety of sensory delights from across the Oulu2026 region.
1. Europe’s Best Vegetarian Dish
Schools in Oulu and Kajaani are working together with production kitchens to create a food culture exchange that actively involves children and young people. New recipes are being developed with the aim of creating Europe’s Best Vegetarian Dish. In Oulu, the dish will be served during the opening festival on Friday, 16 January 2026, and in Kajaani during the Europe Day celebration on Friday, 8 May 2026.
2. Arctic Food Lab themed week, day or dish in school dining
In collaboration with the Rural Women’s Advisory Organization (Maa- ja kotitalousnaiset), recipes have been developed for school and daycare meals. The Arctic Food Lab theme week will be published in August 2025, including lunch and snack options with full recipes.
The dishes from the theme week can be used individually, as full daily menus, or as a complete themed week in school and daycare catering. The recipes and ready-made marketing materials are freely adaptable to suit local needs – whether for a theme week, theme day, or a single dish.
3. Summer Night’s Dinner in August 2026
Daycares, schools, and educational institutions can celebrate the region’s food culture by organising their own feast on Friday 21 August 2026, or at another time during August. Below are a few suggestions for your events:
- Set up a table or a picnic outside.
- Create table decorations and plan the styling as part of craft and art lessons.
- Incorporate the activity into outdoor education or home economics lessons.
- Host the event as an alternative to the usual school lunch, or together with the school or daycare kitchen.
- Use the concept of seasonal produce to identify affordable and delicious ingredients.
- Combine the meal with a programme created by children and young people themselves, including music, dance, theatre, and more.
All year round: Ideas proposed by children and young people
We collected ideas from 4th and 9th graders on programs and events for the European Capital of Culture 2026. These adaptable ideas, gathered in Equal Oulu2026 workshops with students from four schools (Merikoski, Talvikangas, Myllytulli, and Rajakylä schools.), are free to use in your curriculum planning.

2. Outside the classroom
Voices
For: For all age groups, especially schoolchildren and the elderly
Description: Stories and poems written by people will be transformed into artworks created by pupils, which will be displayed alongside the original story or poem in Ainola Park. After the event ends in autumn, the authors of the stories can collect their artworks. If the authors are unable or do not wish to collect their pieces, the artworks will be returned to the school for the creators.

Snow exhibition
For: Community
Description: Artworks made of snow by primary school pupils. Visitors can add their own creations to the exhibition. Gingerbread cookies baked by the pupils and juice will be served at the event.

Winter nature trail
For: For everyone, organised by primary school pupils
Description: An accessible path made of coloured ice lanterns. At certain times, gingerbread cookies and hot juice (glögi) will be sold.

Winter skating
For: Secondary school pupils
Description: Christmas carols, ice skating, warm juice and gingerbread cookies, as well as friendly competitions between teachers and pupils. The event ends with a Finnish group dance Letkajenkka.

For: For pupils and their families, for example organised by 9th graders
